1. first and most important feature of the hardware is RAID1 configuration. there must not be any question about having or not having this. never buy a server without RAID1 if you care about your data.

2. Make sure your sign up for this remote backup service. they offer unlimited data backup for only 5 bucks a month. that is price of a cup of coffee. they back up your server every night no matter how much data you have for $5 flat.

usually my recommendation for single location imaging center is as follow:

1 TB RAID1 configured hard drives.
3GB RAM
Dual Core Processor. I would go for AMD, but it doesn't really matter
Dual port network adapter. (to configure a VPN)
1000V UPS
DVD Writer.
Windows 2003 Server

this should be more than enough for a small center.
RAID 1 as in redundant array of independent disks, a technique for managing multiple disks. In this way, mirrored arrays write data to paired drives simultaneously. If one drive fails, the data is preserved on the paired drive. Mirroring provides data protection thru redundancy.
Now what better to have is iSCSI for storage virtualization for zero downtime, high availability and highly scalable.
I talked to one MIS manageer in an imaging center who has 3000 clients in his database and assuming each of these patients has at least 3 images, that to be sure you won't run out of storage, 3TB of storage should be in place.
For a small center, I have partnered with a PACS software company and together with dnfcorp, will only costs less than $9k for a PACS solution. I also met a mammography for workstation, software company and their product costs around $50k with our hardware...Check your needs with regards to what hardware and software can match it.
