Why is Buscopan not licensed in the USA

A review just published in Clinical Radiology has emphasised how safe it is. Buscopan is widely used throughout the world as an antispasmodic in GI radiology (barium enemas, virtual colonoscopy etc) but is apparently not licensed in the USA. I've never been able to figure out why. I tried looking on google but didn't find any answers ..
